    Covenant of Mayors for Climate & Energy

    The Covenant of Mayors for Climate & Energy is the main initiative at European level promoting climate and energy action at local level. Driven by the European Commission, this movement connects local policies with the European objectives of decarbonisation, adaptation to climate change and the fight against energy poverty.

    The municipalities that join the Covenant commit themselves to:

    The Covenant of Mayors not only sets out a roadmap, but also provides a framework and technical support for local authorities to develop their own climate and energy action plans. Local governments play a key role in climate change mitigation and adaptation; participation in the Covenant of Mayors supports them in this endeavour by providing them with the recognition, resources and networking opportunities needed to take climate and energy commitments to the next level.


    Support structure in the Basque Country

    In the Basque Country, the Basque Energy Agency (EVE) and the public company Ihobe act as support structures for municipalities and member entities. Both provide technical and methodological assistance both in the preparation of Local Climate and Energy Plans and in the implementation of actions to mitigate and adapt to climate change.

    There are currently 26 members in the Basque Country. Udalsarea 2030 has published a methodological guide to facilitate the preparation of Local Climate and Energy Plans, fulfilling the requirements of the Covenant.

    How can I join?

    Any municipality or local authority can join the Covenant of Mayors for Climate & Energy. Membership allows the municipality to be part of an active European network, with access to tools, training and funding opportunities to accelerate its climate transition.


    Step 1

    Present the Covenant of Mayors for Climate and Energy initiative in the town council plenary; to facilitate the exchange of opinions, there is a commitment model. This document can be requested in Basque and/or Spanish from udalsarea2030@ihobe.eus.


    Step 2

    Once the full city council has adopted an official resolution, instruct the mayor (or equivalent council representative) to sign the commitment document.


    Step 3

    After signing, the information requested on the platform must be completed and the duly signed commitment document must be uploaded. It is important to take into account the steps outlined in the Annex to the Commitment document. A Frequently Asked Questions section is also available.
