Udalsarea 2030 is made up of Basque municipalities and supramunicipal authorities, the Basque Government’s Ministry for the Industry, Energy Transition and Sustainability, the Lehendakaritza [Basque Premier’s Office] through the General Secretariat for the Social Transition and 2030 Agenda, the Basque Government's Ministry of Health, the Provincial Councils of Araba, Bizkaia and Gipuzkoa, along with EVE-Basque Energy Board, URA-Basque Water Agency, and Ihobe.

This institutional cooperation is the key aspect driving the network and uniting all the efforts in a single direction, based on achieving effective sustainable development in the Basque municipalities.
